Sandy was born in Orange, Texas, the son of two World War II Navy veterans. He lived in Orange until he went to college at Georgia Tech. He received a Bachelor of Aerospace Engineering degree from Tech in 1968 and a Master of Science in Industrial Management in 1970. He enrolled in the Reserve Officer Training Corps program at Tech and was commissioned a Second Lieutenant in the United States Army in 1968. He was named a Distinguished Military Graduate. As a graduate student he worked as a graduate teaching assistant at Tech and as an engineer at NASA's Marshall Space Flight Center (MSFC). After completion of his military service in 1971, Sandy returned to Huntsville and worked for several aerospace contractors until joining the Army Missile Command (MICOM) in 1972. He worked as an engineer and operations research analyst with MICOM until transferring to MSFC in 1980. Sandy worked for 18 years as a structures and propulsion engineer at MSFC until he transferred to payload project management. He worked as a program and project manager on space payload development and propulsion research until his retirement from NASA MSFC in October, 2004. He has been serving as Mayor of Madison, Alabama since October, 2004.
Sandy and his wife Melissa have been residents of Madison since 1985. They have one daughter Elizabeth who is a professional graphic designer. Sandy and Melissa are actively involved in the community as volunteers. Melissa is a member of Master Gardeners of North Alabama and does regular volunteer work at the Botanical Garden. Sandy and Melissa are members of Friends of the Library, and he is a part-time volunteer at the Botanical Garden. Sandy is also a Trustee of The Nature Conservancy of Alabama.

Cynthia McCollum
Her public life began in 1976 when she accepted a social service agency job as executive director of the Huntsville Girls Club, an affiliate of Girls Clubs of America, where she remained for nine very fruitful years. She considers that position as one of her most important because she was molding young impressionable lives, and believes her tenure there most successful because of the many young ladies who have grown to become productive citizens of their respective communities.
In 1985, she began a very successful five year tenure in sales with the New York Life Insurance Company. Cynthia is currently employed by the U.S. Army Material Command Logistics Support Activity at Redstone Arsenal, Alabama, where she works in the office of the Chief of Staff.
Cynthia's political career began in 1987 when she moved from Huntsville, Alabama to Madison, AL (a mere 15 minute move) and within 9 months as a Madisonian, was appointed to fill a new judicially created three year seat on the Madison city council. She then ran a successful campaign in 1992 and won by a 78% margin over her competition. In 1996, she ran again with stiffer competition in what became a very partisan race but still managed to maintain her seat for another four-year term. She ran unopposed in the 2000 municipal elections.
Cynthia has worked tirelessly on the Madison City Council and is currently serving as Chairperson of the Human Resources Committee. She has acted as liaison to the Public Works, Finance, Personnel, and Police Departments in the City of Madison. She has instituted several cost saving measures that annually save thousands of dollars for the city of Madison. She is regarded as an advocate of the employees and continually works to improve and upgrade employee benefits. This is what she is most proud of accomplishing within the city.
Cynthia's commitment to her community is exemplified by her active service on several boards and committees. She currently serves on the executive committees of the Democratic Party of the state of Alabama, and the Alabama League of Municipalities. She serves as one of five trustees on the Alabama State Workman's Compensation Fund, where they manage some 500 million dollars annually.

Jerry Jennings
Jerry was born in New York City and grew up in the “Big Apple”. Subsequent to military service he moved to Huntsville Alabama in 1958 for a temporary assignment of one year. That temporary relocation has extended for 46 plus years. He met his wife Gail in Huntsville and started a family of three children, a daughter and two sons. Jerry was widowed in 1978, remarried in 1989 and was divorced in 1992. He is currently single. and his children are grown and out on their own. Jerry is a member of St. John Catholic Church of Madison .
He has been a resident of Madison for 15 years and resides in Edgewater subdivision. Prior to moving to Madison , he lived in North Alabama for 31 years. He retired from the local Chrysler Corporation Electronics Manufacturing and Design facility as an Engineering Manager in 1996 after 36 years of service. During his working career he traveled extensively to both south east asia and europe for purposes of developing best in class international suppliers of electronic semiconductors required by the chrysler huntsville manufacturing facility.
For the past 25 years he has been active in many civic activities that include local homeowners associations; as an instructor at the Academy of Lifetime Learning at the University of Alabama Huntsville campus; as a promotor of Alabama Constitutional reform ; and a member of the Edgewater Owners Association Architectural Committee and Long Range Planning Committee.
His election in 2004 as Councilman for District #3 redirected his life from that of a content retireee to that of a Councilman representing his district and the city of Madison as a whole. To date that transformation has been very challanging with an expectation of making positive contributions to the efficient and harmonious goverance of the city of Madison.

District 4
Tim Cowles
Tim Cowles was elected in 2004 to represent the citizens of District 4. He works for the US Army SMDC as executing agent and deputy division chief for lethality.
Tim, his wife Carleen and children have lived in Madison since 1989. His daughter, now away at college, is a graduate of the Madison City School system. His son graduated from Bob Jones High School in 2006.
As a parent and beneficiary of the excellent Madison City School system school issues are of great importance to Tim. As a member of the Finance committee, he also focuses on the budget. Tim favors a lean budget and makes sure Madison’s citizens get the most for their money spent. He also works closely with the Madison Chamber of Commerce, as the City council liaison, in an effort to bring businesses to Madison which will add to the city’s cachet and reputation as a great place to live. Tim is on the Downtown Redevelopment Committee which is concerned with keeping Madison’s past alive in a vibrant and populous historic downtown area.
Tim is an engineer and project manager at the US Army Space and Missile Defense Command. He is a former Army Officer, having gone through ROTC at Vanderbilt University where he got his BS degree. He received a MBA at Florida Institute of Technology in 1986.
Growth is a pivotal issue in an expanding city and Madison’s growth has been phenomenal As a member of the Planning and Zoning Committee Tim works hard to keep growth an orderly and positive facet of Madison. As the City expands its infrastructure must expand as well. Keeping infrastructure growing at the same pace as Madison is quite a challenge but one that Tim is committed to meeting.
Another area of long-time interest is Madison’s Greenways. Tim has been active on the Greenways and Trails Committees long before he was elected to office. The amount of greenways, trails and bike paths a city has is an integral part of what makes that place a good one to live. Tim is committed to expanding Madison’s green spaces.

Tommy Overcash
Tommy Overcash was born and raised in Starkville, Mississippi. His parents Jean and Martha Overcash were educators, his father a Horticulture Professor at Mississippi State University and his mother an English teacher in the Starkville City School System. Tommy and Debbie have known each other since childhood and married in Starkville in 1980. The Overcashes have three sons; Cameron a junior at the University of Alabama Huntsville majoring in Secondary Education and twin sons, Chandler and Mason, both Sophomores at Mississippi State University; Chandler majoring in Architecture and Mason in Art Education.
Tommy holds a Bachelors Degree from Mississippi State in Electrical Engineering and a Masters Degree in Engineering Management from the Florida Institute of Technology. Tommy transferred from Ft. Worth Texas to Madison County in 1980 and is presently a Senior Systems Engineer with SyColeman in Huntsville.
The Overcash family moved to Madison in 1985 (well most of the family, Chandler and Mason were born three weeks after the move) Tommy has been an active volunteer in many church, school, scouts, sports and civic areas. The Overcashes are members of Asbury United Methodist Church, where Tommy has served on the Finance Committee, the Youth Leadership Council, Elementary Sunday School Teacher, and Prayer Breakfast Team Leader. Tommy and his sons are all Eagle Scouts. Tommy has been active in Scout Troops most of his life, as a scout then as a Cub Scout Leader and Boy Scout Assistant Scout Master for 9 years. Tommy is a charter member of Boy Scout Troop 350, St. John the Baptist Catholic Church. Tommy has also been actively involved with the Madison County and Madison City School Systems where he has been a long time PTA member and volunteer, as well as a baseball, soccer and band booster club member. Tommy has volunteered with local Dixie Youth and Babe Ruth Baseball teams, serving as Assistant and Head Coach as well as an officer on the Dixie Youth and Babe Ruth Baseball Boards for 5 years. Tommy also worked with AYSO and Club soccer teams.
Tommy is a member of the Madison Optimist Club where he has served as Vice-President. He is a member of the Ashley Neighborhood Association, Madison Friends of the Library, Madison Station Historical Society, Madison Arts Council, Madison Theatre Guild, Madison Chamber of Commerce, Huntsville Madison County Chamber of Commerce, Huntsville/Madison County Botanical Gardens, Liaison to the Huntsville / Madison County Library as well as the Madison Branch, on the North Alabama Gas District Board, and the Huntsville Madison County Land Trust. Tommy served on the Madison City Planning and Zoning Commission and is a graduate of the 12th Class of the Huntsville/Madison County Inside Leadership Program. The Overcash family was selected Madison Family of the Year 2001.
Tommy currently serves as the liaison to the Madison Industrial Development Board, the Madison Station Historical Society, and the Madison Library.

District 6
Larry Vannoy
Larry Vannoy was born in Blackwell, Oklahoma to a military family and served on active duty himself for nine years, living in eleven states, Japan and Germany. He met his high school sweetheart and wife of 29 years, Lisa, at Shaw Air Force Base in Sumter, South Carolina. The couple has three grown children: Jessica, a school teacher in Franklin, TN; Ashley, who attends Calhoun Community College, and Adam, an Air Force ROTC engineering student at the University of Tennessee in Knoxville. All three are graduates of Bob Jones High School.
Councilman Vannoy is also a Colonel in the Air Force, having served 27 years on active duty and in the Reserves where he serves as the State of Alabama Air Force Emergency Preparedness Liaison Officer for Homeland Land Security. He was mobilized for 9 months in support of "Operation Enduring Freedom". Larry holds a Bachelors Degree in Electrical Engineering from the University of South Carolina and a Master's Degree in Electrical Engineering from the Air Force Institute of Technology in Dayton, Ohio. He is currently a Senior Systems Engineer at Davidson Technologies in Huntsville.
The Vannoy family became Madison residents in 1986. Vannoy has been an active community volunteer, working with the Madison Street Festival for 17 years, serving as president of the committee four times. He also serves as the city liaison to the annual Trail of Tears Commemorative Motorcycle Ride and is the vice president of the Alabama Trail of Tears Association. He has been actively involved in Madison sports and recreation programs since moving here. He has served as a coach of girl's softball, boy's baseball, soccer, and as a Cub Scout Den Leader and Boy Scout Assistant Scout Master. He has held the positions of Jaycee President and District Director, and has been a member of the Board of Directors of the Madison Optimist Club. He is also a member of Madison American Legion Post 229.
Elected to the Madison City Council in 2000, he is/has served on the City Finance Committee, Human Resources Committee, Water and Wastewater Board Member, and liaison to the Recreation Advisory Board, Madison Chamber of Commerce and Madison Senior Center.

Bob Wagner
Bob Wagner was born in Brockton , Massachusetts to a family of four brothers and four sisters. Being the middle sibling of a large family, Bob understands the art of compromising to get a job done. Bob and his wife Sallie have been married for 32 years; they have a daughter Brittany, who attends the University of Alabama .
Bob enlisted in the United States Marine Corps and served from 1973 to 1977. He then attended the University of Louisville 's Speed Scientific School earning a B.S. in Applied Sciences in Electrical Engineering. He started working as an engineer in Amarillo , Texas after college in 1982 then going to Melbourne , Florida as a project manager and eventually to Madison in 1986. Bob is currently a Senior Proposal Manager for Intergraph Public Safety in Madison .

Because of a desire to see Madison continue to grow into a well managed and planned community Bob decided to get into politics. Bob was elected to the Madison City Council in 2000. Bob is proud to call Madison home and wants to make sure that Madison will always be the best place to raise a family. He is currently a member of the City Finance Committee and Human Resources Committee, and liaison to the Industrial Development Board.
