Mayor Loretta Spencer was elected to her first term in 1996. Her comprehensive experiences as a community volunteer for over 30 years gave her the knowledge of city policies and the understanding of funding processes that are required to manage a city as progressive as Huntsville, Alabama.
A resident of Huntsville since she was seven years old, Loretta Spencer has not only witnessed the growth of her city, but also has taken an active role in the city's planning and development. Her commitment to economic growth and her ability to bring diverse resources together to ensure high-quality city services have given her a well-earned reputation for outstanding leadership.
Mayor Spencer is determined to have more Huntsville citizens become involved and interested in their city government. The mayor's innovative ideas, such as Town Hall Meetings that give the citizens the opportunity to decide the major issues the City of Huntsville must address and to present tasks and goals to the city government, have been met with a positive response from the community.

Huntsville has a mayor/council form of government. The mayor is the chief executive officer of city government and the only official elected by all city residents. Council members are elected by the respective districts. Regular City Council Meetings are held in the City Council Chambers of the Municipal Building on the 2nd and 4th Thursday of each month at 6:00 p.m. City Council Work Sessions are held in the City Council 7th Floor Conference Room of the Municipal Building on the 1st and 3rd Thursday of each month at 6:00 p.m.

District 1
Richard Showers
President of the City Council, Dr. Richard Showers, Sr., was first elected to the City Council in 1988 and has served on numerous planning commissions and boards that are instrumental to the successful growth and development of Huntsville. Currently a member of the National Education Association, Alabama Education Association, Huntsville Education Association, Community Action Agency Trustee Board, Alabama A & M University Trustee Board, Dr. Showers is employed by the Huntsville Center for Technology as a basic vocational instructor. He is a life member of the NAACP, life member of Alumni A&M University and life member of Kappa Alpha Psi Fraternity. He and his wife, Bettye Ann, are the proud parents of 5 children.

District 2
Mark Russell
Mark Russell was elected to the city council in 2002. He has been an active member of the community since moving to Huntsville with his parents in 1973. He attended Jones Valley Elementary School, Whitesburg Middle School and Huntsville High. Mr. Russell graduated from Auburn University in 1985 with a Bachelor of Science in Business Administration. After graduation, he joined R&G International, Inc., a local defense contractor. He is currently responsible for Government Sales. Mr. Russell is married to April Russell and is the father of two young children. Active with numerous agencies, he has worked with the Volunteer Center and the Huntsville Hospital Foundation Development Board. He has also served on the board of the Boys and Girls Club since 1996. He served as Chairman of the Board from 1999-2001.

Sandra Moon
Representing South Huntsville, Sandra Moon has served as the Executive Director of the Mental Health Association of Madison County and as the Executive Director of the AIDS Action Coalition. Mrs. Moon has a BA degree from Lindenwood College and an MLS in library and information science from the University of Maryland. Her civic involvement includes membership or service with: Humanitarian Services Committee; Madison County Council on Services to Children & Youth; Mayor's Homeless Advisory Commission; Chamber of Commerce; UAH Women's Studies; Pubic Library; Botanical Gardens; Art Museum; and the Women's Economic Development Council. Sandra Moon is the wife of John K. Moon (Colonel, USA ret.); they have three children and three grandchildren.

Bill Kling
Bill Kling, Jr. was first elected to the City Council in 1988. Mr. Kling was re-elected in 1990, 1994, and 1998. Mr. Kling received a B.S. degree in Mass Media Communications and Public Administration from the University of Alabama and a M.S. degree in Urban studies from Alabama A&M University. Mr. Kling previously served as a member of the Huntsville City Board of Education. Mr. Kling has held numerous positions in the broadcast and public relations fields including public relations director, radio announcer and newscaster for a public radio station and broadcast instructor and public relations specialist for John C. Calhoun Junior College. Bill and his wife, Tanjie, enjoy traveling and meeting people.

District 5
Glenn Watson
Councilman Watson is an Air Force Veteran and a graduate of the University of Alabama in Huntsville. Mr. Watson has owned and operated Stanlieo's Sub Villas since 1971. He has three grown children who all live in Huntsville. He was elected Councilman in 1996 to his first term representing District #5. He was reelected in 2000 for a second term. In 2003 Councilman Watson was the driving force behind the funding for and the construction of the children's University Drive Walking Overpass. He also led the council in securing additional funding for our Boys and Girls Club. Mr. Watson initiated actions to remove the Sunday Blue Law which resulted in over one million dollars in new sales tax revenue. He was a key figure in bringing the National Gold Wing Motorcycle Convention to Huntsville which brought seven (7) million dollars to our city.
Councilman Watson is a current member of the greater Huntsville Rotary Club. He has served on the Planning Commission and the Research Park Board and is a current member of the Huntsville Sports Commission. His association with civic and professional organizations include membership in the Chamber of Commerce of Huntsville Madison County, Elks Club, Moose Club, American Legion, Rotary Club, Director of the Huntsville Restaurant Association, and Treasurer of the Small Business Council.
